I'd have to say, after looking at Hammy's arts from past and recent, this is a big improvement! I like the layout and the pose.
When it comes to the design, it's great! What's even cooler is the fact that Hammond dresses like that and Hammy made it work this way, especially with the attachment weapon! But with my current knowledge of stuff like this, the only thing I can think of is its likeness to an anime called Soul Eater. I'm not necessarily saying this is a bad thing as it is one way of a weapon being used.
Colors are really handy here as Hammy proved it with the warm background and the cooler foreground. It also works that she was able to apply it properly so that there may be some visible objects like the aura of the slash, shadows, and whatnot.
For a final word, I really like this...a lot. I'm not just saying it because Hammy's my friend, but because I really mean it. Also, the Bugatti Veyron is still EPIC WIN...even though it's not the fastest vehicle around the track...
Having known Hammy for a long time and seeing her original line art, I can say she has improved. And this stands to prove my point. It's visually amazing and stunning to look at.
As a character design, it really informs you of what they look like and also accesories they wear. Since this is Hammond, getting a look at how he is going to be during this manga seperates the difference bettween the living Hamster and Hammy's envision of him for her story.
It's visually envoking, the background working brilliantly with the position. The impact of the picture is dramtic and for a character deisgn, that can be normally boring, works really well.
What can I say? I adore this design and it all works.
